CATIA V5 Tutorial: What is Difference between Scaling and Affinity in GSD Workbench?
Scaling is used when you want to generate a element scaled equally along X, Y and Z axis w.r.t reference. Where as Affinity lets you scale model with different ratios in X, Y and Z axis. In this way you have more control using Affinity than Scaling command. Scaling and affinity can be found in Operations Toolbar in GSD (Generative Shape Design) Workbench.

In the image below, inner Square is scaled with origin point as the reference. The scaling ratio is 2. You can see the scaled model is equally enlarged along all directions.
In case of Affinity, the model scale can be controlled with different ratios along X, Y and Z directions.
